That's not exactly possible to check, since we lack X-ray vision and a means of walking through walls.
Gaku: it's as simple as checking the outlaw list and looking to see if said outlaw is in an inn room
They're not there anymore, but the building directly to the right of that on the grid (or whatever its called) is the trainer clinic in Argo. It must have been someone or something they wanted to kill in there. The inn is right below it, but then they would probably be massing at the south wall. Nothing is above the blacksmith.

A few days ago I got outlawed in a very crowned prof shop in Argo and I was sorta blocked in by 10 different people (Not on purpose), outside and inside so.. yeah.
