I own the movie BRAIN DAMAGE, the man and his basket both make a cameo on a subway train. He looks a little like Charles Band.

No, it's a Frank Henenlotter film.

An evil, disembodied brain feeds this guy a narcotic substance in exchange for his unwilling assistance in obtaining the brains of innocent victims for sustenance.

It's an okay movie.

I saw two DVDs on the internet too, I have the Something Weird Video DVD release. Has tons of special features.
