 Mutant Levels, A guide

Alright. Sooooo I was thinking about it, and I realized that I don't know how we're playing mutant power levels.
Mutants like Iceman and Rogue were level 4 in both the movies and comics, but I was told that both are level 5 here? I'm just trying to figure out who's who, as it does kinda affect plotting :P
Soooo I'll start by saying that Vulcan is a level 5
