The Power Creation limits are as follows:

Shingami: 2
Due to the large amount of personalization available to any given shinigami once they have reached a certain level (i.e. Shikai and Bankai) not to mention the large amount of pre-existing kido, Shinigami receive the least amount of custom made abilities.

Hollows: 5
Hollows tend to be somewhat unique in their own right. Thusly hollows come in many shapes, sizes and flavors. For that reason the moves of any given hollow would be vastly different than those of any other hollow, which is why they are able to create a large amount of powers uniquely their own.

Bount: 3
Bount are in the same position as the Shinigami. Yet, they have no kido to speak of. For that reason and that reason alone, bount can create twice as many abilities uniquely their own as their Sword wielding counter parts.

Humans: 10
Humans normally have no powers of which to speak of, thusly they are able to create a large amount of abilities to make up for that short coming.

Quincy: 2
Though quincy and humans are biologically the same , spiritually they are very different from the average human. On-par with the shinigami as far as the amount of pre-made powers goes, they are limited to only two expressly unique abilities.
