According to a report by Rede Record (Brazilian TV channel) this man called Jose de Souza Coelho, was born on March 10, 1884 in the state of Ceara in northeastern Brazil. Experts were hired to assess whether there is a case of forgery in the document and has been proven that the document is authentic.

We investigate against:

1 - If your case is true, which I doubt he would be the oldest person on Earth since 1999 when Sarah Knauss died. (just over 12 years)

2 - His identity was issued on January 10, 1982, when he had the age of 97.

3 - Why is their extreme longevity was not given many years ago and only now.

We investigate in favor

1 - It is more than clear that his age was exaggerated, but not mean it is not high.

2 - I believe that this man has between 110-114 years old,

3 - Maybe it is even a SC. possibly the oldest person in Brazil since Mary Valentine

4 - Unfortunately, this is more a case of longevity with low possibility of being proved.

5 - But NOT change the fact that this man actually was born between 1898 and 1902.

Here are the link of the report (if you can read Portuguese)

The claimant is a man, and the claimed age is extreme. These are two of the tell-tale signs of a longevity myth.

As such, I'd say the chances of his claimed age being true are virtually nonexistent.
