A - There is only one Starfleet vessel in the Sector D4-677, the USS Liberator NX-85472. This is a deliberate decision by Starfleet Command. Given the voilatile and agressive nature of the Vectari Empire, Starfleet were eager to avoid provoking the delicate situation into an all out conflict much like the Dominion War.

As a result, only one ship was despatched to the sector so it's presence was not interpreated as an invasion force or act or war.
