1) Not entirely sure. I THINK there was an SA mod that is putting Vice and LC into the San An map area. Check GTAForums.com ; there tend to be a few TC's like that.

2) FRAPS is your best bet, unless you have an external box to record to. There is a trial version, but you get a small watermark on the top of the video and only 30 seconds per file of recording time. But it's tough to beat for $30.
