If you're just looking at lowest possible model count it'd be 505 points of Savage Orc Big Un's with all the upgrades, max out your Lords and Heroes allowance with characters all with max magic items, then fill out the rest with a Giant and an A-rock.

Well actually it would be core filled with only spider riders armed with shortbows, that's 14p a model! Not uh, the most impressive force however
