-Make a new document 400x150 or any deminsions u want but the effect may vary if u choose a different size.

-Filter>Render>Clouds

-Filter>Render>Difference Clouds, Choose the clouds u want, u can change the way they look by hitting CTRL + F

-Filter>Artistic>Film Grain, Settings: Grain:5, Highlight Area:0, Intensity: 10

-Filter>Brush Strokes>Dark Strokes, Settings: Balance: 5, Black Intesity: 5, and White intensity: 2

-Filter>Artistic>Neon Glow, I went with Dark red and the settings: Glow size: 7 and Glow Brightness: 15, but u can do this anyway u want.

-Copy the current Layer

-Image>Adjustments>Invert

-Set the mode of the copied layer to Difference

-Hit CTRL + E to Merge the layers into one

-Now i messed around with the hue, u can do this too, hit CTRL + U on your keyboard click colorize and just mess around with it till u like the color.

-In the end i got this:


-After a bit of playing around with brushes and putting some pictures in it, i got this:
