We later discovered, we are permitted to post our recruitment under the name World 9 Headquarters. We own the 3rd EVER help group of members and free-users, and is the oldest clan chat channel in existence - since October 2007, never below 20 active users signed on.

Advertisement [Reference in clan-chat to other clan-chats. This includes advertisement of the W9HQ in other clan-chat channels, or discrimination against clan-chats used by other players of RuneScape.]

Avoidance [Using alternate accounts to re-join the clan-chat, after one or more accounts by the same maker have already been found guilty of offense, and banned from clan-chat. Admitting to being the account name of a proven rule-offender will be listed under this rule offense.]

Disrespectful [Disobedience to the demands of law and order, given forth from the minds of the Chat Moderators, and Chat Founder. Talking ill of other clan-chat visitors and/or members, lacking a sense of compassion for the repercussion of words delivered. This includes discussion of all rule enforcement, such as asking why a user has been removed from chat, or questions as to whom issued the action.]

Disruptive [Similar to 'Disrespectful,' yet under a broader guideline on limitation, to the area of all users of clan-chat, rather than simply with regard to the Chat Moderators/Founder. This form of 'Disrespectful' is the bridge between it, and 'Spam,' likewise with a few similarities to 'Offensive.']

Impersonation [Production of a similar name to that of JaGeX, Player Moderators, Chat Moderators, Forum Moderators, or any user of the clan-chat channel, in hopes to discredit or reenact a likeness of the similar name used.]

Offensive [Discrimination, Racism, Nationalism, Genocide, Religious Totalitarianism, Dictatorship, or any other form of segregation which is offensive to others in the clan-chat channel.]

Spam [Repeating something more than once. To the point it is redundant, and becomes and annoyance to those nearby, whom endure ignorance, beyond an acceptable measure. This also includes requesting skill-aid, item-lending, or ANY type of item trade, not used for QUEST or TREASURE TRAIL purpose-only.]

- About World 9 Headquarters (p1) -

World 9 History: Apart from helping out clans of Runescape, W9HQ itself provides the best environment for everyone to work together, share stats, discuss penguins and star mining. Anything but rule-offenders and item-trades are permitted at W9HQ. And we rule with an iron fist to uphold such values as respect for one another, tolerance for training those new to Runescape, along with the needed tools for building self-esteem and motivation in the future of Runescape, through the new game users of today.

W9HQ Chat Ranks: General is earned by active chat users whom report rule offenders in chat to an active General or Player Moderator. Captain is earned by any user of Player Moderator status. Both of these ranks hold the direct power in W9 HQ to issue kicks from chat of world 9.

Each of the remaining 5 ranks are earned by the top 200 members of world 9. These ranks are earned by achieving a skill level of 99 in ANY of the 24 skills offered by Jagex/FunOrb for Runescape. One rank earned per every 99 skill on your account, up to the first 5 skills maxed.

Every 2 months, this list is reviewed for 7 straight days, any user not active in clan during those 7 days will be replaced by users of world 9 whom are active.

Chat Rules: The rules are very simple. First and foremost, ALWAYS obey the 15 laws of Jagex. Apart from the obvious, we also retain the constraint against Rule 1 spam wish rules such as "No trades, begs, or loans" and "No requesting skill aid" to help limit the chat spam in our world at Runescape. Though the majority are still new to the concept of operating the Grand Exchange, we give full tutorials on precisely how this can be done, quick and easy.

Clan Recruitment: If you are caught advertising W9HQ to other clans, you will be banned from the W9HQ channel. Also, the similar regard of respect goes to all rule offenders of malicious clans, seeking to fame mooch members of W9HQ.

All potential and helpful clans of Runescape, seeking to advertise through world 9 or the W9HQ, should do so directly with one of the 'Catherby_9' generals, so they may get word back to 'NGoR46' for listing at the official thread of W9 HQ.

Chat Offenders: If you have been issued with a kick by one of W9HQ generals or Player Moderators, be sure to obey their wishes for you to heed the rules of game play, and that of W9 chat. If you are caught discussing your punishment within the chat channel of W9HQ, you shall be kicked, along with any rioters/supporters of a known offender. And your account(s) shall be black listed.

We pride ourself on the fact that, no matter the task at hand, a little devotion and hard work goes a long way. Not only do we have years of experience in each and every member of world 9, but we strive to perfect that which is lacking in ourself, through constructive feedback of our fellow members and free-users. And by training new users in the ways of hard working toward your ultimate goals of life, we ourself benefit from the process. Unity, friendship, loyalty, fidelity, longevity... a few of the prime factors that help to set us apart from the average run-of-the-mill group. Q. Why can't I speak anything other than English?
A. This is considered spam. We do not require NG staff to speak multiple languages. It makes reporting impossible.

Q. Why can't I buy/sell/trade/lend/borrow items?
A. This is considered spam. The Grand Exchange is the only place you should be trading items at. And private chat is best for all lending and borrowing requests.

A. Accidents happen. If there is an offender whom chat-hops, when the name leaves, it kicks the name directly below the offender. Wait 60 minutes and you will be able to return.

The original post at N9F was lost, with the recent take over and overthrow by Holy, Liam, Akito1014 and other ex-members of NGoR. As such, I had to relay upon Jagex for the backup copy they kept of our files.

There is still an issue with Jagex, where the filter is not as nearly ad advanced as the one used by National Guard of Runescape. As such, many unoffensive names and words are filtered, while they allow words that actually are offensive, which we here at the NGoR strive hard to keep out of earshot of youngins.

Also, as for outdated ranks, I shall post an updated list soon at NGoR, on this topic, and at RuneScape, so the world is well aware of the changes at National Guard of Runescape, and will know why they can trust, despite the recent hackers found out for their other such offenses at N9F.
