Sir,
I know your time is now at a premium. So I will make this short. My Dad, Sgt. Gene Paris Sr. retired, was a Reserve for many years, my cousin Don AXXX was a full time CCCSO, Retired. Roger RXX, Retired MPD, just a little of my family that is in or retired LEO.
So I have the upmost respect for you, and any officer.
I would like your views of normal people being able to get CCW's. and also your views on Unloaded Open Carry.

Dale, I’d be very interested in the response you get. Understanding what little I do about Ca law not being shall issue, but carry permits not being restricted so to speak under state law I’m guessing it would be possible for the sheriff to issue a permit but it would be limited to the county he governs. Is that true for you guys?

in CA,
it is a 'may issue' state. which mean that it is up to each city/county to issue CCW permits.
Most but not all citys pass this up the ladder to the county.
It is getting better, as the courts have just ordered 30k or more felons to be let go.
some of the counties in the central valley, Fresno, Standislaus(sp), Merced, and even the Sac county sheriff is talking about making their counties basicly a 'shall issue'.
The Bay area, L A area, and most other big cities/ counties, will not do this. There for it will remain a may issue state for most of the people.

With may issue, we have to prove why we think we need one. Self protection, is not good enough.

If you are luckly enough to be issued a CCW, it is good state wide. However, you are not allowed to leave your county, go to another one, get their CCW, and then live in the first county.( I could not go visit Jay, and get a permit from Fresno, and then still live in Oakley). If I moved to Fresno, then I could get a CCW that is good state wide.

Thanks for the info Dale, again it helps to understand what you guys are dealing with and what a mess it is…Wow.

It does seem like some common sense is starting to show from the different departments and hopefully the momentum continues and eventually to the state level to become shall issue.

The different news polls looked to have people around 85% in favor. What gets my goat is the other 15% that aren’t in favor even after the sheriff publicly states crime is increasing and he can’t provide a reasonable level of safety to the citizens in his county any longer with the budget cuts.

It really makes you wonder how their brains are wired. And for the Brady bunch to say issuing permits to people that have passed background checks and proved competency will ‘increase crime’ is so far out in left field they more dangerous than the criminals themselves.

Keep-up the good work, it looks like your efforts are starting to payoff!

I know it seams like I am preaching to the choir here, but I do like all the feed back.
Any ideas and or help that anyone can give is of GREAT VALUE.

We have one Assmibly person(can't call her a lady), from San Deigo who is trying to ban guns all the way. (aka, Washington D.C ban that failed). This June will be her last, thanks to term limits, she's out.

We have a gov'n that has made millions with his guns, but is card carring brady.

If the Brady people would just follow their own bylaws and puplic statements. "a ban on gun violence. we all would be better off.
But they want a total gun ban. even forthe good guys. They are loosing in every other state. CA is their last chance. They have dug in for the fight. or so it seams.
However, they can not get more then a few to show up to a pickit line anymore.

We had a picnic in the park on the 3rd. only had 3 protesters, and none were from Brady.
We have had many events in the last 4 mths and only once have we had any show up, and we knew about it in advance, so we showed up without any guns. and watched the circus. They had media out and everything. 2 t.v news crews and 4-5 print news groups. and low and behold, NO GUNS to protest. lmao
the news people left in about 30 min after they realized that no one with guns were showing up and that there was 'NO' news story there.

Lol, that is funny. Take the evil gun physically out of the pro-carry rally and the morons have nothing to talk about because they can’t point at you and say “look at those evil people carrying guns”.

Don, thats what we thought too. lol

We, about 4-5 of us, got to the place about an hour before it was to start. Just to be up to speed, if anything needed changed at the last minute. While it is hard to change 100+ people that fast, it is possible.
We had stopped almost all of the guys and gals from coming, so only a small handfull was a lot better after we heard about the protest.

anyway, we gotthere early, non-carrying, and watched. There was about 20 Brady people there, no signs, no protest, just sitting around. Then at 10 am, they all went to their cars and grabbed thier signs. stood outside the doors and became very confrontational with anyone going in or out.

We got up, lef and went across the lot to another place, and met up with about 12 more to just sit back and watch. lol

the tv crews came and went, the print crew was there about 10 min. and then one of us walked down to chl 2 news and said we were up the hill and to come up for a interview. I posted that interview in another post.

We all had a good lol over that day.

Hi Dale-



Sorry for lagging on gettting back to you. Here are my thoughts:



Currently its legal to carry unloaded in plain view in public as you know. However, to bring attention to CCW's this format was used to start discussion. Well, California is a gun control state so the reaction is to then ban open carry.



For CCW's, as long as we have a "may issue" state vs a "shall issue" state we are going to have debate. There is no chance this will be a shall issue state based on state politics....its just how it is....so they plan I support is addressing "good cause" and having that better defined so across the state everyone is treated the same.



In the meantime, if I am elected, I commit to looking at past practice for the terms and or conditions for good cause here in Contra Costa County. I will then be willing to modify if it makes sense, the terms and conditions on good cause. However, until I have a chance to sit down with the Police Chiefs throughout the county, I do not know where I would in fact change as there needs to be an agreement so the county as a whole is operating the same way.

****, CA is so bad that when my dad retired from the S.O. he was refused a CCW 2 yrs later(renewal time).

For lack of a good enough reason.

The fact that he had a young family, had been an officer for 20 yrs, had put away over 2000 bad guys, had no bearing.

thanks, were trying, Can't waittill June and the SCOTUS ruling.
Then the fun really begins. From what can tell, every gun law on the CA books will have to be reviewed by SCOTUS before CA will be willing to undue them

One DA here said that he would actively charge people for any law on CA books until that law has gone all the way to SCOTUS. He said this in the same speach as he said the Their rule is the law of the land. (Huh? make up your mind dumb ****.)

Actually, after reading it a half dozen times, I think he said that he will not support any legislation that would lead to a "shall issue" law. It is very apparent that he is not for anyone carrying a loaded weapon, other than a LEO.

Bob, I do agree with you. To bad he is the better of the two running.

The other is now the chief of police in Concord, which has a multi-case of discrimination on his hands. He had a bad rep on not supporting his officers.

Deen, we’ve had ours in place since 87’ I think and with the new reciprocity agreement between WA and FL “residents” we can go about business as usual thankfully!

I really wish we could get a national carry law on the table, it would be so easy to do if it was based on the retired LE format. I guess big brother just fears the hard working, tax paying honest folks too much :rolleyes:

In June, the ruling from the Surpreme Court of the U.S. (SCOTUS) on the McDonald v. Chicago case is due in.
