After a little careful planning, I finnaly came up with a way to turn this into a game we can all play, first starting off with a few forms:

List of Weapons :
List of Attacks(please include a attack score number, not exceeding 200 if Toa, not exceeding 400 if anything else except matoran which cannot exceed 50, and there can only be one of each number, you can also choose the limit, not exceeding 20.) :
HP(Toa/Rahkshi - not exceeding 3000, Hunters of Light - not exceeding 7000, Makuta - not exceeding 20000
Bio(Optional) :

You can also choose a weapon whenever you want from the Armory and Libraries, You can also choose to spar, and if you enter any enemy territories, I will throw in a few random enemies, though they will be more frequent if you enter something like Icarax's lair, I will also release new territories, and if wanted, you can request me to link your world to this for expansion of gameplay.

You are allowed to make up to 3 attacks, and the outcomes will be decided by the roll of one or two dice, you are allowed to roll twice if you only have one, spinning is not allowed, seeing how getting the numbers you want will be easier:

Melee or range attack, no specialties like elements - One or both must be 4 or higher.
Elements or any other specials - Both must be 4 or higher.
Nova Blasts(Toa exclusive) - This requires three rolls, instead of the normal two, and they must be triples, and if any there isn't any, if there are two combinations that are 5 or 6, you may choose one of your elemental or special attacks to use.

If you want me to add anything, I will look over it and think about it, and if I like or think that it is practical, I will add it to the list.

List of attacks:
Palm-launched plasma - 90 (and 5 to herself)
Haliberd-launched plasma bolt - 90
Haliberd-launcher plasma stream - 100
Plasma-bladed haliberd swipe - 150
Bladed kick (shin blades) - 70
Bladed elbow - 65
Punch - 55
Paralysis shot - 0 (though immobilises the foe for three turns)
Two-palm plasma bolts - 180 (and 10 to herself)
Weapon vaporisation (melts a foe's tool. Affects everything up to exsidian, including protosteel, though not exsidian itself, hence limiting them to non-weapon-based attacks).
*Nuara's mask activates automatically, and doesn't draw from her energy reserves. Also polarises her visor, preventing blinding effects (such as her own plasma).
HP: 1200 (she's physically weak)

(personally, I prefer my combat method, but if you're sure...)

Name: Zahnok 01
Species: Bohrok III
Masks: Krana Ca Kal, Krana Vu Kal, Krana Bo Kal (Clearance, Surveyor, Sentinel. Zahnok will select one at the start of the fight, and will not switch in combat)
List of weapons: Buzz-saws, Midak wrist blade, Midak 'Cordak' shouldermounted cannon.
List of attacks:
Punch - 150
Kick - 200
Head slam - 180
Buzz-saw swipe - 280
Dual saw swipe - 330
Enraged swipes - 320 (must be split between three rahkshii: 80 each)
Midak thrust - 360
Shouldermounted Midak cannon - 400
Krana Ca - 0 (seals up the gaps in Zahnok's armour, rendering him immobile, defenceless but invincible for three turns - the effect of a traditional Krana Ca is to act like a Hau)
Krana Vu - 0 (loosens up Zahnok's internal components to give him increased manueverability i.e. an extra attack for the next two turns, not inclusive of the turn in which he activated the Krana)
Krana Bo - 0 (decreases processor output to motor functions in preferance of increased targeting performance - doubles attack power at the cost of the loss of an attack for the next two turns, inclusive of the turn in which the Krana was activated)
Zahnok is an elementless being, and as such has no distinct 'specials' save for Krana. He's pretty overpowered, but I only intend to use him in the larger fights anyway. He is unaffected by biologically damaging attacks, but takes x1.25 damage from electrical, magnetic or iron-based attacks.

@Takal: Obviously I needed to think out boss fights a little more... Cause I think that my Icarax boss character is just a 'little' bit too underpowered... especially compared to that.

Oh, and you forgot to add HP onto Zahnok 01... And good god, overpowered doesn't even come close to describing that.
