"Clan Unchained Destiny has changed the way they organize their clan. They are now divided into seven "divisions," each which base their works in each of the seven sectors of Jenova City. The headquarters is still located in the central sector, however, and is where most information goes before they are sent to each of the seven division's bases via the Llone Network.

Captains are being chosen to lead each division in their practices, along with vice-captains. Unchained Destiny has opened its doors to the public."

"Garet Miller and 'Loranza,' along with Melody, also known as 'Minx,' have been expelled from Unchained Destiny for the killing of several officers and troops, and for harming a civilian to the point in which self defense was appropriate. Midgar has been notified of this pending threat, and a search party has been formed to look for their whereabouts. They will not escape."
These were the words of Judge Nekokame, head of the Midgar Police Force. Be on the lookout for these rogues:
A blue-robed man with a large sword made of bones. He has short brown hair, and sometimes paints his face entirely white, like a clown.
A heavily cloaked, colorful individual who is abnormally short. This individual appears to be human, but that is debatable.
A cat-like female viera who holds a scythe. Has white hair and tannish skin. Known to wear all-white clothing and incapacitate her victims.
These were the last reported appearances of the three. Please, stay safe!

Update!

Garet Miller has finally been caught by Mesmerae, captain of Sector One's team, and an outsider named Motoko, outnumbered in a 2-to-1 sword fight. A judge appeared quickly later, red carding him and sending him to jail. The whereabouts of the other two are currently unknown, however, they seemed to have moved out of Midgar.

Jenovah City, NOV. 28, 2007 (Corneria's Gazette).- The human being has dignity and a transcendent dimension, and this is why an independent moral authority, such as the College of Judges, has a role to play in international organizations, says Legalization Corps commander, Great Justice David Adam.

Justicate Irasmus LeCruset, undersecretary for relations with states, affirmed this in a conference delivered Nov. 21 to a group of ambassadors and members of diplomatic corps gathered in the Midgarian Headquarters of the LC. The gathering marked the 2nd anniversary of the establishment of diplomatic relations between the Legalization Corps root clan "Clan Law", and that nation.

“The College of Judges is the only moral institution that can enter into diplomatic relations and that interests itself in international rights, acting through the Legalization Corps, an international sovereign subject of singular characteristics," Justicate LeCruset said.

He explained that an adequate understanding of the College of Judges, as such, requires two distinctions. First, one must bear in mind that the College cannot simply be identified with the Legalization Corps, insofar as a community of legal reformists. And second, it cannot be identified with the elusive Zaxton Archipelago, a geographical place, they claim, that assures the freedom of the Great Justice.

“The College of Judges is the will of Justice herself inasmuch as she is an independent, universal, spiritual authority, together with the organizations of the Legalization Corpsmen that collaborate with his mission,” he defined.

The College of Judges thus requires a particular status, such as that given by the definition of “subject ‘sui juris,'" meaning the College defines for itself its juridical organization and does not receive it from outside, and as such, can enter into relationship with other states.

The College of Judges currently has diplomatic relations with the majority of other states.

Objective

The “tenacious” assertion of its own international personality and the petition of the College of Judges to intervene in international policy debates in order to offer its contribution is far from an interest in safeguarding its own independence, underlined Legalization Corps spokesperson general, Agent-Liaison Lukav Mineav-Derrida.

If the College of Judges wishes to place itself as “an independent interlocutor of the states and to express an authorized judgment about the problems that affect lives,” it is because “it thinks that it represents a dimension of man that, although decisive in the life of the societies, is not fully under the jurisdiction of the states, nor does it end in them," he said.

"There exists," the Agent-Liaison affirmed, "something that goes above and beyond the material element."

The key, he explained, is the dignity of man, which is prior to the existence of the state. Respect for this dignity is the thermometer of the legitimacy and justice of any legal norm. And “this dignity of the individual has as an essential element the transcendent dimension [of man]," he said.

"If man did not transcend the material dimension, there would not be sufficient reason for the respect of his dignity to be over and above national interests," observed Assistant Justice Zachary Adam. "This pre-existence and independence of the dignity of the individual, and more concretely, his transcendent dimension, is the ultimate justification for the existence of a sovereign moral authority independent of the states."

"As a consequence, the College of Judges, in its international activity, without interfering in the realms and responsibilities proper to the states, proposes itself as guardian of the human person and Judicial liberty," Assistant Justice Adam continued.

Action

The College official said that working in the Grand Jury of State, especially in the section for relations with states, implies having the advantage of a unique watchtower from which to observe and know the international reality, given that one is privy to a constant overall vision formed in part by an almost daily contact with the diplomats accredited to the College.

And guiding the activities of the College of Judges in the international realm is what Assistant Justice Adam called "The universal triumph of Justice over Law."

The College, he said, "attempts to emphasize these concepts: Justice is absolute, law corruptible, and that only by replacing the latter with the former can we bring peace and proseperity to the world. Therefore, the College, in collaboration with the High Council of Judges, lead by Judgemaster Ansem, have severed all ties between its holdings and the magical law."

"Henceforth, the College will impose and enforce its own laws of equality, peace, and Justice in the lands which it lays claim too."

Reaction

Judgemaster Ansem personally made his oppinion clear, "We are facing a second Jagdriesa, here. A new Musin. This time, the Legalization Corps bought their lawlessness with pretty words and shows of intent. Time alone will tell if they have made a regretible action or not."

Judgemaster Ansem went on to stress that Law magic is remarkably complex, and that replacing the influence of the law over the College of Judge's lands, even if asked, would be extremely difficult, even for the entire High Council.

For the past year, Midgar had closed its doors to the public. This was particularly a response to the threats of Vana'Diel that have been plaguing the thoughts of the citizens. However, it is a new day. This old evil has been long gone. We have put a lot of thought into improving our country, the advanced society of Midgar. Midgar has once again opened its doors to the public to see!

Notable changes:
  • Jenova City has been renovated after a long and prestigious year.
  • Sephiroth City (the old capital) north of Jenova City was recently closed off. There are plans to destroy the old city, now, and any people living there will be moved into Jenova City.
  • Roketto has begun investing more of their funds towards its schools. The airship industry is booming.
  • Kalm's farmlands have been expanded further into Gyshal Plains as the city has become too populated.
  • The Gold Saucer at the edge of Saucer Sands has finally been built, and tourists can enjoy a day at the amusement park which is open all year except for the first day of every month.
  • The traditional Meteo festival in Cosmo Canyon has been popularized and is now a great tourist attraction every year.
  • Roads have been secured and guards are posted before Gyshal Plains, Bugenfield, Rothfield, Dachaowood, Mideelwood, Wudaiwood, and the Gold Saucer.
  • Whirlwind Pass is too dangerous to place guards by. Although caravans may still journey through it, it is highly advised they do not. Nibel Pass has been marked a dangerous place and has been closed. A new road has been built south.

Bombs away!

Mako reactors have seen extensive use until only recently, when a fresh Unchained Destiny overthrew the Shinra Corporation and took Midgar into its own hands. The seven mako reactors were instantly shut down, but remained intact since the days of Shinra.

Now, it seems that the stalling of blatant mako elimination has finally made its mark.

Reports tell us of an explosion in Bomb reproduction within the old mako reactors, leading to the clouding of smoke across many major cities. A warning has been issued that traversing in the open streets may be hazardous. This new arrival has led to minor health problems among citizens, especially "the poor."

"Many of those who live on the streets are coughing their lungs out," Karla Renzo observes, a local florist of Sector One. "It seems like life is fading. Even the plants are starting to wither."

The cities are not the only places feeling the heated effects. Gyshal Plains is also reported to be infested with Bombs, while the common chocobo is no where to be seen.

Along with the mako reactors, several sources state the Bomb population explosion is due to the inconspicuous side effects of the Llone Network, which thrives most copiously in Midgar itself.

"Working together," a scientist explains, "they form a deadly combination that stimulate the chemicals which produce a Bomb, found commonly in mako reactors, to react instantaneously and forge new life within the creatures."

Much blame has been placed on the government itself, which in the past had striven to repair a broken Midgar.

Hoping that destroying the mako reactors will clear their name, the U.D. controlled government have begun a cleanup project to eliminate the mako reactors and subsequent Bombs once and for all. A secondary project promises to evacuate the poor, who in their entirety been most affected by the sudden change.

If they live up to their word, unbroken peace may once again be restored.
