From description Organization got to know that it is AB. The problem is that no info exists on the fact where his hideout is; some citizen, who were traveling to Rokut seem to know something, but for some reason do not tell anything to anyone.

Depends on how much promo points you aim for. If you want to end it on Medium level just keeping it busy for certain amount of terms is enough, untill help arrives. If you want to go higher - kill it.
