GM Activity Requirements

Forum Posting
We understand this cannot always be done but we require at least 3 posts per week from each of our GMs. We will overlook progress every month to see who is slacking. Anything less than 12 posts in a month we will question your activity.

Article Writing
We do not require our GMs to write articles, but a bonus may be rewarded to those who take time to write more articles each month. We consider a minimum of 3 paragraphs with proper spelling and grammar along with at least 1 photograph to be an article. Anything else less will not be considered an article when taking into account a monthly bonus.

Trade Offers/League Polls
Each GM must respond to every trade offer directed at him within 24 hours of receiving said offer. A simple “no thanks” is acceptable. Polls will be posted at times to see where the league stands on certain issues. Failure to respond to polls and repeated failure to answer trade offers will result in your activity being looked at.

Sending Lines
Each GM must be able to send lines through GM Editor at least two times a month. Failure to do this will result in your activity being questioned.

Activity Checks
These are mandatory to respond to. We will not be holding many during each season as they are not popular among GMs usually, but we will have roughly 3 per season (Preseason, Trade Deadline, Playoffs). Other checks could be issued if it is felt that there is little to no activity in the league.

EFHL Salary Cap
Each season a salary cap figure will be announced. No team is permitted to go over the salary cap at any time during the pre-season till the end of the playoffs. Only during the off season is a team permitted to go over. Benched players will not count towards cap unless they are healthy scratches.

Rules:
-Top player suspended for five games if above the salary cap
-Get under cap before next game
-If above rule is not fulfilled, your two best players are suspended ten games each
-If once again the above rules are not fulfilled, you will be terminated
-If UNDER the salary cap floor, you have five days to get over, otherwise you will be terminated (players will not be suspended)
-If suspended player(s) is/are traded to help get you under cap, his suspension is lifted and your next highest player will serve half of the remaining suspension. You may not trade for this player back until the next season.

Note: After the deadline, if you are over the cap, your top player will be suspended for the remainder of the season. No if's, and's, or but's. Also note, any player out for a week or more is considered on LTIR. A team must post these LTIR's on the designated LTIR thread. A player is NOT permitted to play until taken off the LTIR.

Suggestion: It is suggested, but not mandatory, that each team leave at least 3 million in cap space for injury call-ups. Since this suggestion is in the rule book and should be read by everyone, there should be no excuses for going over if injuries are involved.



EFHL Juniors Salary Cap

Pro Team
Roster Limit: 30 (including bench)

You must always have at least 5 dman dressed, 2 goalies, 3 centers, 3 lw, and 3 rw. The sim will not run if you only have any less at each of those positions and I will be forced to cancel sims for the night and it will be made clear to the league as to why.

Pro Lines
Lines will only be accepted if they are in GM Editor format. If a team has not submitted new lines and they have an injury, the commissioner will use auto-lines for the team until new lines are received. Lines must be sent to jamiewilliams@bellaliant.net with the subject being "Your Team Name Lines (EFHL)".

All teams must have different players on PP1 and PP2, as well as on PK1 and PK2. Forwards are allowed to play the point on the Power play. For the benefit of good competition we expect 12 forwards and 6 defenders dressed every game OR 13 forwards/5 defenders OR 11 forwards/7 defenders. In the case of 5 defenders, all 5 must be played in the top 3 pairings with 1 double shifted on the 3rd pairing. You may not double shift more then 1 defender in the top 3 pairings. In the case of 11 forwards, you may double shift 1 forward from the top 6 lines on the 4th line only.


Pro Team Bench (also know as Pro Farm)
Limit: 10

Individual Cap Limit: 2.5 million

Overall Limit: 77

Captains
Each team will be able to select 3 players, 1 as team captain and 2 as alternate captains. Each player given the captaincy will have their EX increased by 10 and LD increased by 5. All players given the alternate captaincy will have their EX increased by 5 and their LD increased by 2. These must be named before the pre-season begins. If you trade your team captain or alternate captains, you are required to rename a new player as captain or alternate captains. Once a player received his increase in EX and LD it sticks with him and if you name a new captain or alternate after you trade your previous ones, the new ones will NOT receive the increase in EX or LD.

Farm Teams
In both our Pro and Junior leagues, we will consider the "Farm Teams" of each team an extension of each teams benches. These players will count towards your team roster size but will not count towards cap unless put on the main team (healthy scratch or dressed). So please keep in mind, if you are not dressing a player it is best to keep him on your extended bench.

Player Position Changes

GMs may change their player's positions as long as they can provide a link with sufficient proof that the player has played said position in the NHL.
Accepted Sources: Major news sites that link to a player’s profile such as TSN, Sportsnet, NHL.com, etc..

At the beginning of each season, each team will receive two (2) "Prospect Creation Tokens". All ratings for each created prospect come from the rating system at hockeysfuture.com. If you are unfamiliar with this site, ask a fellow GM for some insight.

We now offer NHL Creations which are free creations of prospects who have played a certain amount of games in the NHL. We use the exact same formula as the NHL-Rerates to determine the rating and discard the hockeysfuture.com rating.

1) Rookies must have played a total of 75 games in their career (45 for goalies)
2) Player must have played at least 50 games(30 for goalies) in current season to be created on that current season. We will use the projections for the player over a full season.
3) If player has not played at least 50 games(30 for goalies), NHL creation will be based on player's previous season totals.
4) If player has played 50+ games(30 for goalies) in current season, you must use those stats and not previous season.
5) What is uploaded is final. When I upload a players creation, that is it.

Camp Tokens

Players attending camps must be 23 years old or younger, and 75 overall or under unless otherwise stated. All recently drafted players may attend a camp without having to follow the age and overall restriction. Each team will receive two "Camp Tokens" at the start of every season. These cannot be traded. A player may only attend one camp per season.

With the great improvement of young talent in the league and the diminishing ratings of some of the older players, we have come to an agreement on some Veteran camps.

These will be the same camps we use on our young guns, but are for players 35+ and 75ov and under. Same rule applies like the youth camps, they are not trade-able.

Sim Challenge Tokens
Each season, all teams are given one (1) Sim Challenge Token. These tokens are non-tradable and must be used before the beginning of the season. What these are used for is because we go by sim re-rates, sometimes the simulator can be strict with some players. These are good to be used on older players who preformed well and went down or even those young players who put up solid numbers but didn't see a big increase.


Putback Tokens
Like the Sim Challenge Tokens, Putback tokens are non-tradable and must be used before the beginning for the season. Each team gets one and can use it on any player they choose. What these tokens do is allow you to put a players rating back to the previous seasons rating. Mainly used on older players but can be used for any player.

Trades

The trade deadline is at the 80% mark of the league schedule. All trades must be posted with acceptance by both GMs in the Trade Announcements forum.

When posting a trade please follow this format.

Topic Title: Team A <> Team B

When posting a player, please include Player Name (rating). Example - Mats Sundin (78ov)

When posting a draft pick, please include the team abbreviation, round and draft year. Example - ATL 3rd (2010)

When posting a prospect, please include (p) after the players name. Example: Mitch Wall (p)

When a junior league player is involved, please indicate the player with (j) after his name and also indicate in trade thread title.

When a player who has a NTC/NMC in their contract is to be moved, you first must contact the player agent of the corresponding league (EFHL or EFHLJ) and ask permission from the player if he would waive his clause. Read more on the matter in the Free Agent Frenzy section of the rule book.

One GM is responsible for making the topic, and the other agreeing GM must reply to the trade topic saying he accepts.

Trading recently signed FAs
You may NOT trade a recently signed FA until at least the quarter mark (20 games) of the season in which he was signed.

Failure to follow these simple guidelines will result in a trade not being processed. When a trade is processed, the trade topic will be closed. Please keep all comments on trades in the Trade Opinions section of the Forums.

Waivers

Waiver Rules:

-If the player's overall rating is lower than 75, there's no requirement for him to be eligible.
-If the player's overall rating is higher than 74, then he is required to be placed on waivers
-If player is over 24 years of age regardless of rating, he must be placed on waivers.
-If player is under 25 years of age regardless of rating (79ov max), he does not have to pass through waivers.
-If a player makes over $2.5 million regardless of age/overall, he will not be permitted to be sent down to the minors but will remain on waivers for 24 hours and if not claimed, will be returned to your pro team.
-Teams get 24 hours to claim a player. The first 20 days of the season, it is first come, first serve. After that, claiming goes by standings.
-If you claim a player, he must remain on your pro roster unless sent down to the minors.
-Claimed players may not be traded during the season they are claimed.
-If a player is claimed, he is sent to your pro team and must pass through waivers if you send him down to your minor team.
-Waiver rules do not apply in off-season.
-Waivers comes into effect when being transitioned between the pros and minors and not from pro/junior to their respected benches.
-Forced Waivers occurs when a player does not fit within the team bench restrictions.

Please note the roster restrictions as well to find out which players also may not be permitted to play on either the junior team or your benches.

All Star Game

At the midway point of the EFHL season, we will hold the EFHL All-star game. At this time all regular season games will be put on hold for 3 days and on the 2nd day of the break we will hold the All Star game. The GMs of the all star teams will be selected by the commissioner and each GM will name a roster for 12 forwards, 6 defensemen and 2 goalies. Each team in the league must be represented at least once in by their respected All-star teams. There will be both a Pro All-star game and a Junior All-star game.

On the 3rd day of the EFHL All-star break, we will hold a skills competition for both the Pro's and the Junior's. More details will be posted come the All-star break.

The re-signing period will begin shortly after the All-Star break. A team has the ability to make offers to anyone on their own team that will become an UFA or RFA of the upcoming season. Retirements

Retirements will be determined by different aspects such as the following.

-actual retirement (usually a definite thing in determining one)
-age
-skill (if declining into 60 OV fast)
-stats
-contract offers

Since we generally fit two EFHL seasons into one NHL season, we didn't want players going past the 45 age max in the FHL program. Players may retire at the end of season, shortly after team is eliminated from playoffs, after the playoffs or mid free agency. Players may also contemplate not signing with a new team due to team loyalty, or may not decide to join a team (shortly after) due to retirement thoughts.

EFHL Entry Draft

1-2 weeks after the conclusion of the playoffs, we will conduct the exciting EFHL Entry Draft. The draft will have 7 rounds and will be based on the two previous season standings combined. There will be a lottery draft for the teams that do not make the playoffs. Our Draft will always be conducted on MSN in a league wide chatroom. If you can not make the designated time for the Draft, please submit a list to either the Commissioner or Co-commissioner.

Call-ups/Send-downs
A player on your pro team may be sent down to the junior league at anytime during the season or off-season (excluding playoffs). Call-ups can only be made during the specified time-line during each off-season and season. Players being sent down will have to pass through waivers if eligible. Please refer to the "Waivers" and the "Roster Restriction" sections in the rulebook

EFHL Awards

Stanley Cup - This trophy is awarded to the league’s post season champion.

President's Trophy - This trophy is awarded to the team with the highest winning percentage at the end of the regular season.

Clarence S. Campbell Trophy - This trophy is awarded to the team which advances to the Stanley Cup Finals as the winner of the Western Conference Championship.

Prince of Wales Trophy - This trophy is awarded to the team which advances to the Stanley Cup Finals as the winner of the Eastern Conference Championship.

Hart Memorial Trophy - This trophy is awarded to the player viewed to be the most valuable to his team during the regular season. The winner is selected by the EFHL GM's.

Art Ross Trophy - This trophy is awarded to the player who leads the league in scoring at the end of the regular season.

Maurice Richard Trophy - This trophy is awarded to the player who leads the league in goals at the end of the regular season.

Conn Smyth Trophy - This trophy is awarded to the player judged to be most valuable to his team in the playoffs. The winner is selected by the EFHL Commissioner.

James Norris Memorial Trophy - This trophy is awarded to the defenseman judged to be the best player at his position. The winner is selected by the EFHL GM's

Vezina Trophy - This trophy is awarded to the goalie judged to be the most outstanding player at his position. The winner is selected by the EFHL GM's

Calder Memorial Trophy - This trophy is awarded to the player judged as most proficient in his first year of competition in the EFHL. The winner is selected by the EFHL GM's

Frank J. Selke Trophy - This trophy is awarded to the forward who best excels in the defensive aspects of the game. The winner is selected by the EFHL GM's

William M. Jennings Trophy - This trophy is awarded to the goalkeeper(s) having played a minimum of 25 games for the team with the fewest goals scored against it.

All Star Game MVP Award - This medallion is awarded to the player selected as the best player during the All Star game.

Memorial Cup - This trophy is awarded to the Farm team who holds the most points at the end of the regular season.

Alexander E. Karpenko Memorial Award - This trophy is awarded to the player who leads the farm league in points at the end of the regular season.

GM of the Year Award - This trophy is awarded to the General Manager who is voted as being the most outstanding during that season. Criteria include participation, coaching, team performance, interesting ideas and/or concepts for league. This trophy is likely to be renamed after the first winner.
