Trade Committee
Each season, four general managers (two from both conferences) will be chosen from the league, to form a transaction committee. These acting members will vote upon trades when another GM believes that the trade is lopsided or ridiculous. three committee members must agree the trade is good. If a deal involves a committee member, all remaining committee members and the Commish of the EFHL must give the deal the go-ahead before being processed. Consequences will follow if trade committee members are found to be cheating their way with trades.

GM Activity RequirementsForum PostingWe understand this cannot always be done but we require at least 3 posts per week from each of our GMs. We will overlook progress every month to see who is slacking. Anything less than 12 posts in a month we will question your activity.
Article WritingWe do not require our GMs to write articles, but a bonus every month is that any team that writes more than 1 articles during the previous month (3 paragraphs each, respectable grammar, pictures, etc) will be entered into a draw. The reward for each draw will be pre-determined at the beginning of each cycle (15th of every month) and could include prospect tokens, re-rate tokens, and even camp tokens.
Trade Offers/League PollsEach GM must respond to every trade offer directed at him. A simple “no thanks” is acceptable. Polls will be posted at times to see where the league stands on certain issues. Failure to respond to polls and repeated failure to answer trade offers will result in your activity being looked at.
Sending LinesEach GM must be able to send lines through GM Editor at least two times a month. Failure to do this will result in your activity being questioned.

We will not be holding many during each season as they are not popular among GMs usually, but we will have roughly 3 per season (Preseason, Trade Deadline, Playoffs). Salary Cap
Each season a salary cap figure will be announced. No team is permitted to go over the salary cap at any time during the pre-season till the end of the playoffs. Only during the offseason is a team permitted to go over. Only pro-roster players will count towards the cap.
Rules:
-Top player suspended for five games if above the salary cap
-Five days to get under the salary cap
-If above rule is not fulfilled, your two best players are suspended ten games each
-If once again the above rules are not fulfilled, you will be terminated
-If UNDER the salary cap floor, you have five days to get over, otherwise you will be terminated (players will not be suspended)
Note: After the deadline, if you are over the cap, your top player will be suspended for the remainder of the season. No if's, and's, or but's.

Rosters
All teams are required to dress 20 players including 2 goaltenders, for each game. You must have a minimum of 25 players and a maximum of 30 players at all time split between your pro and pro bench rosters. Note: It is mandatory for each team to have at least 3 goaltenders at all times on their pro/pro extended bench roster.
Lines
Lines will only be accepted if they are in GM Editor format. If a team has not submitted new lines and they have an injury, the commissioner will use auto-lines for the team until new lines are received. Lines must be sent to papaj500@hotmail.com with the subject being "Your Team Name Lines (EFHL)".
All teams must have different players on PP1 and PP2, as well as on PK1 and PK2. Forwards are allowed to play the point on the Power play. For the benefit of good competition we expect 12 forwards and 6 defenders dressed every game OR 13 forwards/5 defenders OR 11 forwards/7 defenders. In the case of 5 defenders, all 5 must be played in the top 3 pairings with 1 double shifted on the 3rd pairing. You may not double shift more then 1 defender in the top 3 pairings. In the case of 11 forwards, you may double shift 1 forward from the top 6 lines on the 4th line only.
Captains
Each team will be able to select 3 players, 1 as team captain and 2 as alternate captains. Each player given the captaincy will have their EX increased by 10 and LD increased by 5. All players given the alternate captaincy will have their EX increased by 5 and their LD increased by 2. These must be named before the pre-season begins. If you trade your team captain or alternate captains, you are required to rename a new player as captain or alternate captains. Once a player received his increase in EX and LD it sticks with him and if you name a new captain or alternate after you trade your previous ones, the new ones will NOT receive the increase in EX or LD.
Farm Teams
In both our Pro and Junior leagues, we will consider the "Farm Teams" of each team an extension of each teams benches. These players will count towards your team roster size but will not count towards cap unless put on the team (healthy scratch or dressed). So please keep in mind, if you are not dressing a player it is best to keep him on your extended bench.

Player Position Changes
GMs may change their player's positions as long as they can provide a link with sufficient proof that the player has played said position in the NHL.

Prospect Tokens
The number of prospects allowed to be created by a team is unlimited, but at the beginning of each season, each team is only given two tradable "Prospect Tokens". You must use a Prospect Token to have your player be able to play the current season on your pro EFHL team. The number on the left is the player’s rating at hockeysfuture.com and the number on the right is the player’s starting overall.

Re-Rate Tokens
The number of re-rates allowed to be used by a team is unlimited, but at the beginning of each season, each team is only given two tradable "Re-Rate Tokens". GMs may propose an increase to an attribute using real life NHL statistics (not scout reports).
Please Note:
1) Player must have played atleast 75 NHL games in their career previous to this current NHL season (45 for goalies).
2) No comparing ratings with other players as from now on they are all sim rerated and this would effect NHL rerates in a bad (though some would think good) way. All I want when putting in for an NHL Re-rate is all his statistics and such this season with a link to each stat. Suggest what ratings should go up with proof from the NHL, not anything based on the ratings of other sim players.
3) I will only request the TC to come in if I need help with a certain players request. I will handle all cases other then those. It is my last say and just because you request a certain rating, that doesnt mean I will give that too you.
4) What is uploaded is final. When I upload a players rerate, that is it.
5) A player can only be re-rated once per season.
Camp Tokens
Players attending camps must be 23 years old or younger, and 73 overall or under unless otherwise stated. Each team will receive two "Camp Tokens" at the start of every season. These cannot be traded. A player may only attend one camp per season.

Sim Challenge Tokens
Each season, all teams are given one (1) Sim Challenge Token. These tokens are non-tradable and must be used before the beginning of the season. What these are used for is because we go by sim re-rates, sometimes the simulator can be strict with some players. These are good to be used on older players who preformed well and went down or even those young players who put up solid numbers but didnt see a big increase.
Putback Tokens
Like the Sim Challenge Tokens, Putback tokens are non-tradable and must be used before the beginning for the season. Each team gets one and can use it on any player they choose. What these tokens do is allow you to put a players rating back to the previous seasons rating. Mainly used on older players but can be used for any player.
Creating/Rerating Comeback Players
We have come across a few ex-NHLers who have decided to make a comeback into the NHL such as Peter Forsberg and Jarmior Jagr. In these situations you are required to sign the player to a contract and he will be placed on your prospect list. You must use a Creation Token to have him back in the EFHL and depending on how long he has been out of the NHL, he may not receive as high of rating as you think. Until a player who makes the come back plays a full NHL season again, he will likely not receive a rating over 75 and will not be permitted to rerate until he does play a full NHL season again. This is to see if he can still perform at the NHL level.

Trades
The trade deadline is at the 82% mark of the league schedule. All trades must be posted with acceptance by both GMs in the Trade Announcements forum. The trade committee may veto a trade if found to be unacceptable.

Waivers
Waiver Rules:
-If the player's overall rating is lower than 73, there's no requirement for him to be eligible.
-If the player is 24 or older, and over the overall rating of 73, he is required to be placed on waivers first.
-If a player makes over $2.5 million regardless of age/overall, he will not be permitted to be sent down to the minors but will remain on waivers for 24 hours and if not claimed, will be returned to your pro team.
-Teams get 24 hours to claim a player. The first 20 days of the season, it is first come, first serve. After that, claiming goes by standings.
-If you claim a player, he must remain on your pro roster unless there is no requirement.
-If a player is claimed, he is sent to your pro team and must pass through waivers if you send him down to your junior team.
-Waiver rules do not apply in off-season.

Rewards
Article writing, great activity as well as doing jobs for the league will result in a reward of a token (NHL Re-rate, Prospect, and Camp). Rewards will vary based on magnitude of actions. Note: Reward Tokens are non-transferable and must be used in the current EFHL season by the team that they are rewarded to.

All Star Game
At the midway point of the EFHL season, we will hold the EFHL All-star game. At this time all regular season games will be put on hold for 3 days and on the 2nd day of the break we will hold the All Star game. The GMs of the all star teams will be selected by the commissioner and each GM will name a roster for 12 forwards, 6 defensemen and 2 goalies. Each team in the league must be represented at least once in by their respected All-star teams. There will be both a Pro All-star game and a Junior All-star game.
On the 3rd day of the EFHL All-star break, we will hold a skills competition for both the Pro's and the Junior's. More details will be posted come the All-star break.

Re-Signings
The re-signing period will begin shortly after the All-Star break. The maximum player salary is $9,500,000, and the minimum salary is $450,000. A team has the ability to make offers to anyone on their own team that will become an UFA or RFA of the upcoming season. Send the offers to EFHL’s agent through PM using the Free Agent Format.

Retirements
Year 1-3: Player retirements will be based on when players retired from the National Hockey League. When a player retires from the NHL he will then be removed from the EFHL at the end of the post season if the season has already begun. If not, he will be removed as soon as possible.
Year 4-: Year 4 offseason will be determined retirements. Different aspects will come into mind such as:
-actual retirement (usually a definite thing in determining one)
-age
-skill (if declining into 60 OV fast)
-stats
-contract offers
Since we generally fit two EFHL seasons into one NHL season, we didn't want players going past the 45 age max in the FHL program. Players may retire at the end of season, shortly after team is eliminated from playoffs, after the playoffs or mid free agency. Players may also contemplate not signing with a new team due to team loyalty, or may not decide to join a team (shortly after) due to retirement thoughts.

EFHL Entry Draft
1-2 weeks after the conclusion of the playoffs, we will conduct the exciting EFHL Entry Draft. The draft will have 7 rounds and will be based on the previous season’s standings and playoffs. There will be a lottery draft for the teams that do not make the playoffs. More on that will be announced when the time comes.

Free Agent Frenzy
Each year after the EFHL Entry Draft, there will be a set date on when Free Agency will begin. At this time, teams can submit contract offers to UFAs and RFAs. You must send your offers to EFHL�s agent to be able to sign anyone. The Agent will decide on the best offers he has received, and post the signings in the respective forum. Maximum salary is $9,500,000, and the minimum salary is $450,000. There is a max of 7 years a player can sign a contract for.
NMC - No Movement Clauses may be offered to any player but remember, you must ask a player to waive his NMC to be traded, waived or sent to juniors.
NTC - No Trade Clauses may be offered to any player but remember, you must ask a player to waive his NTC to be traded. Unlike NMC, you can send a player with a NTC to juniors or waive though it will likely effect other players on the team or future FA signings.
UFA - Unrestricted Free Agents are any players above the age of 28 (including 28). A UFA has the right to sign on with any team once his contract is over with his previous team. UFA rights can NOT be traded.
RFA - Restricted Free Agents are players that are under the age of 27 (including 27). A RFAs previous team has the option to resign their RFA by the Free Agency deadline. RFAs will become UFAs on the first day of the season if they go unsigned. RFA rights CAN be traded. RFAs not signed by the start of the season will be suspended indefinitely.

Stanley Cup - This trophy is awarded to the league’s post season champion.
President's Trophy - This trophy is awarded to the team with the highest winning percentage at the end of the regular season.
Clarence S. Campbell Trophy - This trophy is awarded to the team which advances to the Stanley Cup Finals as the winner of the Western Conference Championship.
Prince of Wales Trophy - This trophy is awarded to the team which advances to the Stanley Cup Finals as the winner of the Eastern Conference Championship.

Frank J. Selke Trophy - This trophy is awarded to the forward who best excels in the defensive aspects of the game. The winner is selected by the EFHL GM's
William M. Jennings Trophy - This trophy is awarded to the goalkeeper(s) having played a minimum of 25 games for the team with the fewest goals scored against it.
All Star Game MVP Award - This medallion is awarded to the player selected as the best player during the All Star game.
Memorial Cup - This trophy is awarded to the Farm team who holds the most points at the end of the regular season.
Alexander E. Karpenko Memorial Award - This trophy is awarded to the player who leads the farm league in points at the end of the regular season.
GM of the Year Award - This trophy is awarded to the General Manager who is voted as being the most outstanding during that season. Criteria include participation, coaching, team performance, interesting ideas and/or concepts for league. This trophy is likely to be renamed after the first winner.

Rebuilders’ Reward Lottery
Each offseason, all teams outside of the playoffs (excluding the team that holds the 1st overall entry draft selection) will be entered into a lottery and will be given a chance to win a reward. If the 1st overall draft pick is held by a playoff team, all non playoff teams that fit in the guidelines will be entered. This is to help those teams rebuild to bring more stability to the league.

Player Attributes
Player attributes are all those stats that go in to making up a characters profile. An 80 OV player is considered a superstar. Any player marked with * is considered a rookie.
Intensity (IT)
Often discussed in two separate skills. Goalies use intensity in a different form than skaters. For Skaters, the attribute applies to hits & checking. One could use toughness as an application as well. Players like Darcy Tucker & Scott Stevens are intense NHL players that usually have high IT ratings in the sim. The sim gives high marks for intensity and often, skilled, less intense players can get penalized in overall rating due to less intensity. All teams need some players with intensity, but too many is just as bad as too few? Goalies are measured differently. Intensity for a goalie is how in tune he is to a game. Often, how alert he is to the slightest nuances of what is happening around him and his ability to anticipate ahead of time. Think of goalies that have a knack for finding the puck through screens as an indicator of how IT can help a goalie. Curtis Joseph is often a player who gets a very high IT rating in the simulator. IT would be on the top 5 attributes for determining a quality goaltending and when the goalie skill stats are equal, this can be the difference maker. Lastly, for skaters, IT is usually determined by the HITs statistic, whereas for goalies, it is a subjective stat.
Speed (SP)
Speed is the first skill stat for goalies and skaters. It is often called a subjective stat. There is no NHL statistic in which it can be measured. The simulator seems to favour the super highly rated Speed players who are 80 & above. Anything above 60 is considered the NHL average or better skater. Speed is one of the Big Three for goalie skill stats. It pertains to how fast they can react for saves in both movement and glove/stick saves.
Strength (ST)
Strength could be a misnomer because it is really measured by the overall size of a player. And while size & strength are really two different things, it's the best measurement of statistics available. Since it’s nearly impossible to quantify strength without finding access to bench press records of NHL players, it would have to be subjective and subject to all sort of misinterpretations of reality. By using size, you have a good example of a solid stat. Reading scouting reports you see the word "size" mentioned often, they are less concerned with strength and rightfully so. A larger sized individual will wear down even a player of small stature and strength. Size does matter in the NHL and it is reflected by the ST stat in the simulator. The sim gives high marks for ST and it is a stats that will effect skater ratings extensively. If you get a highly rated player without small size, you know he is a skill monster. For goalies, ST can be a difference maker when the skill stats and IT are all equal.
Endurance (EN)
Endurance is an interesting stat. It seems to be less influential to the OV rating than you might imagine. Endurance is based on the average Ice Time per game a player receives in the NHL. It is far more important for Defensemen than forwards. Your #1 Defenseman must have high Endurance and it is suggested that at least two of your defensemen have endurance rating of 85 or above. The 99 rating for endurance equals 30 minutes of ice time for defensemen and 25 minutes per game for forwards. Every 15 seconds less than that lowers the rating one point. It?s pretty easy to protect players with low endurance and is really only a factor to your key defenseman and top special teams players.
Durability (DU)
Durability is a stat that hardly effects overall in any form. Durability is more of odds of injury than any other description I can think of. Low DU is possible to go through an entire season uninjured as well as 99DU player getting injured. With DU there is no sure thing, only that your odds of injury increase as DU decreases. The one fact about DU is that a player is likely to heal quicker, the higher his durability & endurance. DU is usually acquired by prorating the player’s number of games played divided by 82 and applying a similar decrease to the DU number from 99. Leagues & ratings that use a player’s historical durability rather than based on just last year are far more accurate ratings.
Discipline (DI)
Discipline is a player’s likelihood to end up in the box plain & simple. DI affects the OV rating in a minimal amount. The one thing that has always plagued me about DI, does it affect a player’s penchant for being out of position. Oddly enough, players who historically make mistakes, defensemen who pinch at bad times, etc., seemed to be saddled with lower DI than ones who possess uncanny hockey sense. If you were to try and quantify hockey sense in the simulator, it seems logical that DI would be part of the equation. Most rating use the PIM as a guide for arriving at a players DI giving credence for using it this more as a guideline for penalties, than mistakes.
Skating (SK)
Skating works hand & hand with Speed in that it is a subjective skill statistic. Skating refers to a player's agility. The ability to turn quickly, deke and make other moves in tight places. It takes quite a few points in SK to affect the overall statistic in a skater, but for a goalie, it’s paramount. Moving side to side and the ability to go down, get up, etc while making saves. Skating is one of the top 3 skill stats for goalies.
Passing (PA)
Passing is most important in evaluation to the centres. It stands to reason that players with high PA are going to rack up assists. Defensemen tend to be very effective when high PA is in concert with high DEF. All your power play defensemen should possess good to high PA numbers. PA is devised from the amount of assists produced by the player in the NHL with a different scale for defensemen & forwards.
Puck Control (PC)
Puck control affects OV rating across the board as much as single attribute in my estimation. PC is huge in wingers, who need the ability to effectively move in traffic. For defensemen you can drop all other skill stats to your heart’s content, but if there is a high PC rating, the OV will only drop so far. For goalies, this is a huge statistic. PC refers to the ability to control rebounds; right there is all you need to know about how important it is to goalies? The last of the big 3 skill stats for goalies. PC is a subjective attribute.
Defence (DF)
Defensive awareness is most prevalent for defensemen. It effects their ratings tremendously. DEF is useful for forwards you use on the PK & Checking lines. Centres with high DEF are especially effective, since their responsibility & positioning on the ice are of greater importance than a winger is. DEF is basically a subjective stat, some leagues have tried to use +/- as a resource, but since that is more reflective of a team atmosphere, and I advise great caution when applying DEF to Plus/Minus. The attribute has an average effect for forwards.
Scoring (SC)
Surprise! This has to do with ability to put the puck in the net, but you knew that already. The stat is devised from the goals scored stat produced by the player in the NHL. The scale for defensemen and forwards are different in regarding SC. This is a huge stat for forwards as you can imagine and it takes good defensemen and turns them into great ones.
Experience (EX)
Experience is based on the number of games a player has played with giving some extra weight to the playoff experience. It has a limited effect on the OV rating. Experience also has limited effect of on how well teams can break out of slumps or avoid getting in to them in the first place.
Leadership (LD)
Leadership is basically subjective and player ratings seem to be in line with common knowledge about a player's ability to provide leadership. Most of the captains of NHL teams have very high leadership ratings. The effect on the OV rating is limited. But when the sim option of Experience & Leadership is turned on, these players provide a higher level of play, especially in key games and playoffs.

Junior League Rules and Restrictions
Roster Restrictions:
Max size of junior roster is 30 with a minimum of 25. Of the 25-30, at least 3 must be goaltenders. You must always be within these numbers or the simulation will not occur. Remember, your yearly junior roster must include three 25+ year olds.
2.5 million dollars is the max salary any player may earn on a Junior team. There will be no exceptions.
There will be no overall or age restrictions on the Junior rosters but if it does get out of hand with people sending high 70's and 80's to the junior league, an overall or even age restriction may be put in, in the future.
PLEASE NOTE THAT THESE ROSTER RESTRICTIONS WILL NOT COME INTO EFFECT UNTIL YEAR 4

Call-ups/Send-downs
A player on your pro team may be sent down to the junior league at anytime during the season or off-season (excluding playoffs). Call-ups can only be made during the specified time-line during each off-season. Players being sent down will have to pass through waivers if eligible. Please refer to the "Waivers" section in the rulebook.

Juniors: Prospect Creations and other Tokens
As of June 6th, 2010, there will be a limit of 2 prospect creations per junior team in the offseason. You are not required to use your Prospect Creation Tokens to create these prospects but they must remain in the junior league for 1 full season (including playoffs). Camp tokens and NHL Re-rate tokens may be used at anytime before the end of the current EFHL season's playoffs.

Appeal Process
The EFHL will now be offering an appeal process to better it's relations with it's GMs. This process if for appealing any decision set forth by the EFHL staff. This includes player suspensions. Please send all appeals to the Commish in the following format.
