QUOTE
As long as this card remains face-up on the field, destroy all monsters with an ATK equal to 1400 or less that are Normal Summoned or Special Summoned.

rulings:

CODE

   *  Monsters with ATK 1400 or less that are already on the field when "King Tiger Wanghu" is Summoned are not destroyed. "King Tiger Wanghu"'s effect only applies to monsters Summoned while it is face-up on the field.[1]

   * When a monster is Flip Summoned or flipped face-up by a card effect, it is not destroyed by the effect of "King Tiger Wanghu".[1]

   * "King Tiger Wanghu"'s effect applies to both sides of the field.[1]

   * When "King Tiger Wanghu" is Special Summoned by the effect of "Cyber Jar", other monsters with ATK 1400 or less that are Special Summoned by the same "Cyber Jar" are destroyed if they are Special Summoned in face-up Attack Position.[1]

   * If a monster's ATK when it is Summoned is less than 1400 due to the effect of other cards, such as a Field Spell Card that reduces its ATK, it is destroyed by "King Tiger Wanghu"'s effect (so apply all existing modifiers before determining if the monster is destroyed). If "Command Knight" is Summoned, it increases its own ATK to 1600 before "King Tiger Wanghu" can destroy it.[1]

   * If "King Tiger Wanghu" is Normal Summoned or Special Summoned, and its own ATK is reduced below 1400 by a pre-existing effect, then it destroys itself when Summoned. (Example: "King Tiger Wanghu" and "Bladefly" are Special Summoned simultaneously by "Cyber Jar". "King Tiger Wanghu"'s ATK is 1300, and it is destroyed by its own effect (and "Bladefly" is also destroyed by "King Tiger Wanghu"'s effect).[1]

   * Monsters that are Summoned face-down (like with "The Shallow Grave") are not destroyed by "King Tiger Wanghu".[1]

   * "King Tiger Wanghu"'s effect includes Monster Tokens with ATK 1400 or less.[1]

   * If "King Tiger Wanghu" is on the field and "Marauding Captain" is Summoned, "Marauding Captain" can still activate its effect and Special Summon a monster even though "Marauding Captain" is destroyed.[1]

   * If "King Tiger Wanghu" is on the field along with Trigger Effect monsters such as "Mysterious Puppeteer", "Ryu-Kishin Clown", "Sonic Bird", and "Dragon Seeker", then they form a chain.

   * If "King Tiger Wanghu" is on the field, and "Exiled Force" is Summoned, "King Tiger Wanghu"'s effect immediately activates. Since "Exiled Force" cannot be chained, "King Tiger Wanghu" will destroy "Exiled Force" before the turn player can Tribute "Exiled Force" using its effect.[1]

Basically,

- KTW is a continuous multi-trigger effect monster, that means his effect can be negated by divine wrath.
- You cannot call priority on a monster's effect because KTW's effect happens first.
- KTW can kill himself.
- If Stardust Dragon was summoned with an attack power of less than or equal 1500 it will be destroyed and it cannot negate KTW's effect.
- card trooper cannot use its effect to by pass KTW or mill cards but you will still draw a card.
- Morphtronic radion (and monsters with similar effect) will survive KTW's effect.

on the stardust thing i saw it on youtube (can't find the link it was in jap) a guy summoned stardust when his opponent had 2 burdens and 1 KTW he thought he could negate and destroy KTW's effect but the judge ruled against it.

The ruling makes sense. Stardust and KTW will form an infinite loop of negate and destroy.

KTW on field with 2 burdens > stardust appear > stardust negate > next round > stardust appear > negate > next round > stardust appear > negate

Well most people will see stardust negate ignition and trigger effects rather than continuous effects though.

Judge be "baka"

Rulings base:
QUOTE

Stardust dragon SHOULD be able to negate and destroy KTW. Exiled force cannot because it is a ignition effect. Stardust's effect is multi-trigger. If rulings serve right, a multi-trigger is simply a trigger effect that can be used anytime. Sonic bird, Maur Capt and Dragon Seeker are all trigger effects and they can activate.

So when is a trigger effect better than a multi-trigger effect.

I never did get the actual ruling for KTW vs Stardust but logically stardust can negate KTW's effect. I just hope these are not one of those BKSS (Because Konami Said So) type of rulings.

And remember you can't call priority vs KTW because it has a continuous effect.
