  That's because ranmaru.gif is not an officer in the game. He's just there for the events. However, he does have his own unique portrait that you can use to make him in the CAO.

No, not unless you do everything perfectly. After the "Viper" is killed, eradicat them, manage to take all of the capital and everything, except the Suzuchi and Tutsui.
