The Constitution of Civil Squabble

Article I

The name of the organization shall be Civil Squabble.

Article II

Civil Squabble intends to promote youth political activism, and encourage youth to make a difference in the society.  We wish to spark political curiosity in the young, and train them to be the leaders our world needs.

Civil Squabble abides to all United States Federal and State Laws.

Article III

Membership shall be granted to all people interested in debating and discussing social issues.

Civil Squabble will not discriminate on the basis of race, color, age, religion, national origin, sexual orientation, gender identity, marital status, sex, disability, or status as a US Veteran.

As a member, one is required to abide by all U.S., Invisionfree, and Civil Squabble laws, rules and policies.  Members are encouraged to participate in forum discussions and debates.  Members must understand that privileges and permissions may be taken away/granted by the authority of an officer, moderator, or administrator.

Article IV

I.Requirements and Elections

Government Officials shall be decided upon by the majority vote of the general members. Each general member gets 1 vote.  If an election fails to result in a majority, another election will be held with the two candidates with the highest number of votes. Members interested in running for a Government position must meet all board requirements.

The term of office will be 6 months, February 14 to August 13, and August 14 to February 13, respectively.  Government officers may run for reelection if they so desire.  However, President, Vice President, Congress and Supreme Court members can only run for two terms consecutively. The Government Officials will comprise the Administrators and Moderators of Civil Squabble.

The Government Officials of Civil Squabble must meet the following requirements:

Must have a minimum of 50 posts dealing with political issues.  Posts in the Random Discussion do not count.
Must be in good standing on the website.  Few or no behavioral warnings from current administration or moderators.
Must be active within the site, posting at least once per week unless an absence is reported.

II.Government Positions

1.President
Acts as head admin for the Civil Squabble forums
Has veto power over all rules and policies dealing with Civil Squabble
Has power to appoint judges to the supreme court

2. Vice President
Immediately replaces the president should he/she not fulfill their duties.
Acts as assistant head admin for the Civil Squabble forums.
Assists president in all executive decisions.

3.Congress
Congress will be made up of no less than three (3), but no more than eight (8.) members.
Congress is responsible for drafting and approving all new rules, policies, guidelines, or acts.
Passing new acts, policies, guidelines and/or rules will require a simple majority vote among congress members.

4.Secretaries
Secretaries of Abortion, Evolution V Creationism, Gay Rights, War, Science, Religion, Medicine, Education, Morality, Justice, Finance, Constitution, Philosophy, Immigration, Global Warming, News, and Elections will be decided upon by a general election.
Secretaries will moderate and control their respective forum.
A member is allowed to run for several seperate secretary positions, i.e. Secretary of Abortion AND religion.

5.Supreme Court
Supreme Court Judges will be chosen by means of a general election.
Supreme Court Judges will interpret the constitution and current rules, and assign punishments accordingly.
Supreme Court Judges will be responsible for sentencing rule breakers to assigned punishment.

III.Committees

A member or government official has the right to propose the idea of a special committee for a special project.  Committees must be passed through congress with a general majority, and then passed by the President.

Committees are on a volunteer only basis.  No member or official is required to participate in any given committee.  A committee must have at least one (1) participant, or the committee will be thrown out.


Article V

I.Amending the Constitution

The power to adopt, amend or repeal proposed changes to this constitution shall rest with the Government Officials.  The Constitution may be altered, amended or repealed, or 1 or more article may be adopted by the affirmative vote of two-thirds (2/3) at a meeting where all members entitled a vote, vote.

Article VI
Members must adhere to all following rules:

1) No sexually-explicit images or materials. This should be a place where people of all ages should be able to come to state their view points without being offended without need.

2) No excess of swearing. This area is family friendly for the most part. If you feel like you need to curse, then do it else where. You will not get punished for breaking this rule occasionally, but if there is a problem over a long period of time you are at risk of being suspended or banned.

3) Just for good measure, if you believe a certain issue you are talking about is inappropriate for certain ages, please provide a disclaimer. For example:

***WARNING! MATERIAL IN THIS TOPIC/POST MAY NOT BE SUITABLE FOR ALL VIEWERS.***

Just to keep everyone happy and protected. If you don't think that your topic needs a disclaimer, then you don't need to provide one. If the moderating team thinks otherwise, though, they are free to edit/delete your post.

4) Do not threaten other's safety. You will automatically be banned from the forums if you threaten to hurt/hunt/find anyone in a way that makes them feel uncomfortable. IF YOU FEEL THREATENED BY ANYONE ON THE BOARD, CONTACT AN ADMIN ASAP AND WE'LL TAKE CARE OF IT

5) These forums are for fun. It's not the end of the world if someone doesn't agree with you. Remember that you're you, and that's all that matters.

Members that do not follow these rules are subject to loss of privileges or suspension/banishment from Civil Squabble.

Article VII

I. Personal Messaging

If a member has a need to contact another member of Civil Squabble, they have the right to use the Personal Messaging system, hence forth known as the PM system.  The members will have a general right to privacy through the PM system, for the Government Officials will be unable to read or edit Personal Messages without sufficient reason for doing so.

II. Foul Language

Foul Language, including but not limited to, swear words, sexually explicit and offensive terms, or degrading titles are hereby banned on Civil Squabble.  If a member chooses to use these words excessively, revoking of privileges or suspension/banishment will take place.

Foul language that is not stated in this constitution will be dealt with by the Foul Language Bureau.  The FLB will make the foul or banned language known to members promptly after deeming a word inappropriate.

III. Staying on Topic

Members are expected to stay on topic in any given form.  Neglecting to do so will result in warnings, privileges revoked, or suspension/banishment.  Punishment for off topic crime will be dealt with by the Secretaries of the given forum.

If a member wishes to speak off topic, they are free to do so in the Random Discussion section.

Article VIII
All users have certain rights, rights which may not be violated without good reason, and any violation of these rights may be brought to court. Users reserve the right to post in any thread, express their thoughts without fear of ridicule, maintain their own privacy in their control panel, exemption from cruel and unusual punishment, and have the right to vote in general elections. 

We, the people of Civil Squabble, hereby ratify and support this constitution.
